When I publish to PDF, the arrows on my dimensions and multileader are on the zero-later even though I drew them on a TEXT layer. How do I stop this please?

Is the Block that Defines the Arrow drawn on the Text Layer?
If it is an OOTB Arrow then it likely is drawn on Layer 0.
You can create your own arrow on the Layer you wish and use that as the Arrow for your Dimstyle.

Can you attach a sample drawing... just a little bit of geometry and at least one dimension/leader that ends up on the wrong layer in PDF
I'm looking at your PDF, and when you turn off layer 0 a lot more than just arrows disappear: there was no DWG attachment in your reply, if you want to solve the problem that's what you need to post.
For very simple drawings where everything is drawn on one layer, perhaps drawing on Layer 0 is OK, but as soon as layers need to be turned ON/OFF or FROZEN/THAWED, then it's better not to use Layer 0 as those other layers (and certain types of objects) have unique dependancies to Layer0.

Object within blocks usually should be on Layer0, obects within the drawing should not. I think a quick resolution could be found with a sample drawing. (if the drawing won't attach as a .dwg, put it in a .zip and attach it)

Well.... this breaks all the other rules about blocks and Layer 0.
Apparently, there's not much that can be done except using the default Closed filled arrowhead, or redefining the arrowhead block(s)

Sorry I have not replied to your advice earlier. Up to my neck at the moment.
I attach a dwg and pdf called example. I staretd from scratch, created a text c10, a dimension c10f and a leader c10; all on the text layer; nothing on the zero layer. I created the object on the zero layer and moved it to the object layer. I then published the drawing to pdf.
The arrows are still on the zero-layer.
I think I will have to live with this annoyance or use a third-party printer. Turn off TEXT and the arrows remain. Looks stupid.

I've applied advised solutions (in AutoCAD Map 2014) but also am having the same issue.

I'm not sure all the replies to this really understood what the issue was but I have just found the exact same problem (hence why I checked to see if anyone had a solution). Anyway, through trial & error I think I've solved it. If you turn off the visibilty of the zero layer before converting to PDF, everything seems to work out ok.
