AUTOCAD 2014 VIEWPORT CAN'T BE SEEN OR CREATED

I am new to Autocad.  My problem is that when I go to scale my drawing, I cannot see the boundary of my viewport to do so (by selecting it).  I tried to create a new viewport but when I go to Layout (tab)> Layout Viewports, everything is grayed out.  All my layers are on and thawed.  I used an existing drawing and modified it to get to this point.  I believe the drawing was from AUTOCAD 2000.  Please help!

Must have a reason why, is defpoints layer on along with layer 0? how about layer locked?

Attach your .dwg, let's see.

All layers on and unlocked.  See attached.

Ok well maybe it is because I am new but how do I select my viewport to scale my drawing?  Because there are no boundaries for it (at least that I can see).

Layout1 and Layout2 have a visible viewport frame (on layer "sidewalk")
Layout 3 is empty.
What am I missing?

Your viewports are the rectangles found in the Layout 1 and Layout 2 tab: your drawing opened up in the model tab.

Perhaps you meant something else? You don't seem to know the basics otherwise: are you taking a class or using a good book to help you?
