2104 Defining vectors

Good Day

I am a student working on a project where I need to model a heliostat field for a solar thermal power plant. My CAD experience is limited to Inventor thus far which has the feature of creating new drawing planes in 3D models.

Currently I am working in AutoCAD 2014 3D sketch mode and need to create 30 vectors in 30 different planes. For reference, I have two lines and the origin of each plane.  My problem however is to define these planes so that I can create the vectors in them.

Stated differently, I need to create 30 vectors, each exactly mid-way between to intersecting lines. In the attached image, the intersections of each vertical line and two yellow lines are the origins of the vectors to be created and the vectors need to be mid-way between the yellow lines.

These lines are effectively the outer normals of each heliostat (mirror). So the next problem is how to define  "sketch planes" normal to these 30 vectors.

I have also attatched the CAD file

Please help!
