In Help Autocad 2012:
DWGCHECK = 0
If a drawing that you try to open has a potential problem, you are warned before the drawing is opened.
Is that correct?
The correct phrase is not it?
If a drawing that you try to open has a potential problem, you are NOT warned before the drawing is opened.

You are correct, the Help wording is wrong for DWGCHECK = 0. It should read
If a drawing that you try to open has a potential problem, you are NOT warned before the drawing is opened.
