    Stretch through XREF barrier

Does anybody know of any commands or 3rd party applications that would allow me to move or stretch objects that reside in an XREF?

The cherry on top would be the ability to do this to only specific layers.

No such thing, which is just as well.  Somebody could be working on that XREF while you're trying to modify it, not to mention any other drawings where it might be loaded.  The whole point of an XREF is for the *same* thing to appear in multiple places controlled from a single source drawing.

    REFEDIT

Read about it before you try to use it.... and even then, write "REFCLOSE" on a Post-It note and stick in on the edge of your monitor.... just trust me.
