CUIUNLOAD is how I got to the CUI Editor. When I right click on the menu I want to delete, the DELETE is grayed out.
Is there a different way to use CUIUNLOAD?

CUIUNLOAD brings up a separate pop-up, not the CUI POP-UP, and it has a simple structure. It also only has an UNLOAD button, no delete button.
It has always looked like that, even in R2010: if you got the CUI window instead, someone at your end doesn't want you to do what you are doing. Type it at the command line, place a period in front of the name to invoke the core command:
.CUIUNLOAD

Once I unload the menu file, it is gone. However when I close AutoCAD, and reopen, the menu is reloaded. Since this is a custom menu just for me and not the rest of the department, it is not loaded during the normal starup routine for AutoCAD. I also checked my acad2010.lsp and ACADUSER.lsp and neither program reloads and menus.
Also once I unload the custom menu, and type CUI, the custom menu is still display and when I click on it the DELETE key is grayed out.
What I want to happen is for the unload to be permanent.

Close AutoCAD.
Start Windows Explorer, find the CUIx file and it's MNR extension namesake file and delete them. Search for other locations for these two files on your PC, and delete them.
Now start AutoCAD: it should start complaining and let you know where it's loading from and where the entry that is loading it is seeking it.
