cross hairs lock on 0,0 and will not move

I received several drawongs from a customer and on 1 of the drawings when I select any draw command, line, circle, dimension, etc. the cross hairs lock on 0,0 and will not move. I can modify existing objects but can not draw any new objects. This only applies to model space everything works fine in paperspace. Any ideas?

May be as simple as turning SNAP off or adjusting the setting to a lower value.

Don't feel bad, that has tripped up more than a few users over the years.  It used to be one of the less evil tricks people played on each other.
