Xref attach insertion point problem

This is probably a really dumb question, but i am having problems inserting xrefs. I create a floor plan in a clean drawing and start the building in the lower left hand corner on 0,0,0. When I xref the drawing in to a sheet file using xref and insert to 0,0,0 and scale 1 the floor plan (0,0,0) and the sheet file (0,0,0) do not match up. This is causing a lot of headache when attaching multiple xrefs that piece together a large building. Does anyone know why this is happening and how to fix it or do I just have to live with it.

In each file, type BASE and made sure the same x,y,z coordinates match.
INSBASE is the system variable.

See if that helps.
