You probably moved the annotative object(s) with ANNOALLVISIBLE and/or SELECTIONANNODISPLAY turned off, so you only moved the position at one scale. Zoom out so you can see the origin (0,0) and you'll see the "missing" texts.
Switch to whichever scale the annotative objects are in the correct position, then syncronize them.

Please, may you elaborate more about the following issue if your time permits?
I don’t know which strategy should I use in order to have consistent “texts” when the annotation scale is changed.
For example, in the screenshots below, the texts look fine when the annotation scale is set to be 1:1 while as it is changed to 1:2 and 2:1, then overlaps and gaps occur.
How to avoid overlaps and gaps between the texts as the annotation scale changes?
Do we need to reposition them (texts) in each annotation scale? If so, how we do that?

If they are individual text objects, then you'll have to manually adjust the line spacing for each scale, however if you combine them all into one MTEXT, the line spacing will remain consistent at each scale.
Express Tools command ---> TXT2MTXT ---> Convert Text to MText
