Ok, but then I have a follow up question.  Is there a system variable that controls the STYLE text size (since it's not textsize)?

You could search through the system variables in your user's guide. With annotative text, you'll probably want to create several styles if you want text to all look the same except for varying heights. Then you get your paperspace height by switching styles...
