I have an image (jpeg) showing in the model view as transparent 50.
However, when it is viewed in Layout view the image is not tranparent. The VP transparency is also set to 50 in layer properties.
What is wrong??

I opened a new Layout 2 and the viewport shows the transparency.
However, when I create a polygonal viewport on the same Layout (and same layer) the image is not transparent.

Yes, I can reproduce the problem, and yes, trying a little bit more the problem could described in that way:

I've started having this issue as well.
We use a sheet template (with our company logo, drawing info, etc. as part of the border) that has a rectangle-shaped viewport already set up (it is not a "Rectangular" viewport, rather a viewport created from a closed polyline using the "From object" viewport option). When I insert the template, I activate the viewport, then zoom to the area I want shown on that sheet.
I have never had any issues with transparency before, but now transparency on a raster image will not display from paperspace. It displays correctly in model, just not paperspace. *AND* I'm only having this transparency issue with raster images. Hatches, linework and so on, all display properly.
To begin with I could switch to model, regen all, then switch back to the layout tab and the image would be properly transparent but as soon as I did anything (including pan/zoom) the transparency would be gone. Now even that very poor work-around has stopped working. Transparency only displays in modelspace, never in paperspace. Since this issue crept up, the print preview has not shown transparency at all, but it does print to both paper and pdf correctly.
After reading Alfred's suggestions, I created a new generic "Layout1" as a test, and transparency worked fine in paperspace. So I went back to one of my existing layouts that uses our template, deleted the misbehaving viewport, and created a new "Rectangular" viewport and so far it seems as though transparency is working properly. Besides the obvious extra work, the main issue I have with this method of fixing it is that we frequently use the "Add Vertex" option from the nodes of the polyline viewport to create a little notch in the corners so we have somewhere nice to place a legend or scale/north arrow. But if it is a "Rectangular" viewprot, there are no options given when you hover over any of the grips. I know that I can create a wipeout to do this also, but I would rather not. The method we were using has been working fine...
It seems like it might be some systemvariable or something, kind of like how FILEDIA gets switched every now and then for no reason.
