What version of AutoCAD were you using previously?

For "vanilla" AutoCAD setups, the right-click shortcut command option definitions are normally contained in the ACAD CUI (Customize User Interface, ACAD, Shortcut Menus, Dimension Objects Menu).

If you can verify that they are still there, then it looks like there may be another "partial" CUI that is loading its definitions "on top of" (over-riding) those in ACAD.  Do you have any "3rd party" or otherwise "custom" CUIs loaded as partials to ACAD?

If the shortcuts are not there (in ACAD), then it looks like the CUI has been modified (somehow).
