xRef Context Sensitive Menu Not Showing Up

Hi All,
We have a drawing with an xRef in model space and it is exposed through a paperspace viewport.
While in PS, we activate the viewport so that we can then select the xRef and with that done, we right-click on the mouse and now we have the issue.
On all computers but one, we see the pop-up menu on the left of the attached pic, but on that one computer we see the menu on the right. The difference is marked off in red and as you can see, the section with the xRef options is missing for that one guy. Why?
We are all using the same enterprise customization file and each user has their own main customization file. I have checked his main customization file and don't see anything that would be causing this. Any help will be greatly appreciated.

Just to confirm, are you are left clicking the xref first to select it before right clicking?
When you select it, is it identified as an xref in the Properties Pallete.
Do the context sensitive right click menus work for other objects such as blocks an hatches?

Yes, i am left picking the xRef first then right clicking.
Yes, it is reported in the properties as an external reference.
No, the right click does NOT show centext sensitive menus for hatches or blocks. (Huh, i didn't pick up on this before.)

SHORTCUTMENU variable? ( 11 is default)

His SHORTCUTMENU variable was set to 27 so i changed it to 11 and we get the same bad results.

Hi,
Did you double-check if the items under Shortcut Menu in the CUI are set like the other machines?
Does the user have enough rights to run the program?
Does it make any difference if you create a new Windows account with local administrator rights and configure the CUI again?

Hi luconceicao,
Not solved yet, the problem persists.
I found out that actually TWO computers have this same problem and that both of them are running vanilla AutoCAD that comes with Inventor; one with Inventer 2011 and one with Inventor 2012.
Now i'm wondering if the problem is with the AutoCAD that comes with Inventor?
I'm so confused with this issue.
