With any photograph you will have parallax error.
I use photos and scanned hand sketches all of the time.
What I do is draw a line over a location of known dimension.
Draw a line the length of the known dimension.
Now you can Scale the image with the Reference option.
If you have trouble figuring this out - post back and I'll try to record an avi of the process.
best way: measure the current length of the ruler between 0 and 9 (ex.7650), enter SCALE command, select an entire image, click enter, specify base point at 0 on the ruler, write "R" for reference, click enter, specify reference length (current autocad length) ex.7650, click enter, specify new lenght (it should be): 9000, click enter.
