i need to insert an updateable thumbnail image of a layout into other layouts.

is there a way to create a viewport that opens a portal into paperspace / Layouts rather then model space ?

Paperspace Layouts are not accessible in viewports or Xrefs or blocks etc.

May I ask what your final intent is? There may be other options.

My Final Intent is to be able to show a thumbnail of a layout on the rest of the drawings set (i use the layout  tabs to create my set). so this is all happening within a single drawings file.

for example: on sheet/tab #2, i set up a combination of objects/blocks, and i want to see a thumbnail of that composition on other pages/tabs in that set.

it will take too long to copy the reference layout (sheet/tab #2) into paperspace in order to acomplish this. and it will "de-automate" the process as well.

So you are drafting/drawing in paperspace?

that specific sheet is assembaled/drawn in paperspace for work-flow purposes.

You can only use Modelspace content in viewports as noted in my first email: items drawn in paperspace are stuck there out of reach in that individual file.
