Viewport Scale in Paperspace

In paperspace I set the viewport scale to 1-1/2"=1'-0" on a ANSI D-size plot. But when plotted at (layout) 1:1, it comes out to be 1/8"=1'-0" on a engineering scale.
Can anyone explain Autodesk's logic?

Enter the command SCALELISTEDIT to see what the values are for 1 1/2" = 1'-0". It should say Paper Inches = 1.5, and Drawing Feet = 12, OR... it can also say Paper Inches = 1, and Drawing Feet = 8
