I'm using AutoCAD 2011 working with a drawing created in 2007 or earlier. Is there a similar command that rescales blocks & text globally from their individual insertion points? I thought that 'annotation scale' would accomplish this but it rescales the whole vport.
I know there has to be an easier way than selecting each font style/layer & block/layer to change their properties.

SCALETEXT
I don't think there is a command for block scale
but you can use PROPERTIES, qselect BLOCKS and rescale

There maybe a lisp program to do that. Do a search in the lisp forum, if you don't find anything then post a request. Maybe someone there could write one for you.
