The innovative method introduced by Alfred to label points is not on the Web. This is a quite useful contribution to what we have already under “search”.
Sorry to bother you again.
Sounds that the method doesn’t work properly in case we choose the block to be “annotative”.
What might be the reason behind that?
haven't tried it yet, but I think you will have different requests in the command line for scaling. try to copy just one line from your Excel-insert-command and check at what position AutoCAD is telling you to get an invalid value .... then modify the Excel-formula according to this.

it plotted P2 and P4 and fail to plot P1 and P3.
how can i fix the Excel equaiton?
I have no problem import points, xcel format or .txt, I don't even need LDD or Civil3d to do it. I searched the web and that is how I learned. If you search here, there was a time I posted link for others to import points with attirbutes, that was a contribution. You can ask Alfred how he know a lot, he probably search the web too.
you can use my excel formula it will be so useful it can send your data from excel to autocad with 5 options :
you can send point name as a text , point level as a text . send your coordinates as points , lines or polylines
just but your data in the right columns then choose the option you need and write its number at number cell in top
then take the result from the left column and copy it to the command line . done ..
