PROBLEM WITH LABELING IN PAPER SPACE. DIMENSIONS WAYYYY OFF

We do a lot of labeling in paper space and have been encountering a problem with our dimension command mislabeling lengths and widths. Please see attached DWG. The road width should be 24' and its labeling it 880'. BUT measuring hoizontally it seemed to work fine. Really strange.
I am using the dimension command and snapping nearest and perpendicular. If I just click without using osnap it seems to work.
. We tried using the DIM / DIMFLAC / V / and selectiong viewport
The funny thing is that I dont have this problem with every drawing. Just some seem to have this glitch.
Any ideas would be great!!!

When I change the scale from 1 to 40 and vise versa it either messes up my vertical or horizontal measurements. Is there a way to make it to where both my horizontal and vertical scales will work?

You can automatically load STARTUPCHECK.vlx into your AutoCAD at startup to check the mismatched-scale dimensions and fix them.

Here is an example of a drawing that both horizontal and verticle dimensioning works. I cant seem to figure out why they are different.

The dimensions are using two different Dimension Styles; Henkels, and Henkels <style overrides>
Type "D" to enter the Dimension Style Manager, set Henkels current then use MatchProperties to fix the dimensions that have the 40x DIMLFAC override.
