I have been using autocad for over 20 years.
I drew a line in AC 2011, perpendicular to an existing line
the lines attach together, with a blue square, and now they are permenantly attached
i cannot move anything
i have no idea what to look for in help
i cannot meet my dealine.
anyone want to start a class action suit?

Suing people because you don't know new features? 
Read about autoconstrain and the later infer constraints....... or go to youtube and watch it.

You can turn off the autoconstraints (lower left corner of screen).
In order to meet your deadline it might be useful to first take a timeout of an hour or so to go through the What's New (or should that be what's not so new now?).

I agree that Inferconstraints SHOULD NOT be so easily applied inadvertently.
To prevent new Constraints from being added, turn off the InferConstraint toggle in the Status Bar (CONSTRAINTINFER = 0)
To get rid of all the existing Constraints in the drawing use the DELCONSTRAINT command followed by "ALL" when prompted to select objects.
