highlight an object, right click, select Quick Select, Apply to: Entire
Dwg, Object Type: Multiple, Properties: Color, Operator: =, Value: ByLayer

Only if the OP has the subscription advantage pack for 2010, or 2011 or a
vertical that has select similar command. : )

Select by layer first, then select by color = bylayer. Look at the radio
buttons in the dialog box. Include/excluded and the append options.

interesting...I don't believe I have the advantage pack for 2010
installed as I just did a reinstall of Acad a couple of weeks ago and
neglected to install it (I think). How would one tell if it is installed
    or not?

I did not have the SAP for 2010 installed and had no problem selecting
objects that were ByLayer color with my stated method. I now have SAP
for 2010 installed and it made no difference in how Quick Select works.
