Is it possible to see the person/computer used to save a drawing file last? It will be handy to know so we can keep track of who is saving what.

Type 'DWGPROPS' at the command line, chose the 'statistics' tab, and look under 'last saved by'.
I don't know if there is a variable for this, but I know that you can access it with VisualLisp.

A lot of us may include the file name and directory, and maybe even a plot date as part of a custom plot stamp in our title block templates... but adding a last saved by field somewhere there too would be handy in a multi-user environment. You would just need the disipline to check it before you got too far along in your own work! That would be my biggest problem!
You probably haven't used it for entering hours because it isn't accurate. Open a drawing, don't touch anything, and check the edit time. Its based on how long the file is open, not how long actions are taking place etc.
Say you have 3-4 DWG's open, flipping between them for info and editing them all as you go. Now you have had DWG A open for 1 hour without touching it before you make a simple text exit. Well now you have to put 1 hour down for a 10 second task.
EDIT-- And yes you have to save the DWG for the hours to take place, but real world it happens.
