Can you use the dimension tool but enter your own data instead of it entering the measured data?

Yes, you have the option to overwrite the measured value, look e.g. into the property-windows while the dimension is selected. Be careful without the special case of "<>" in the overriding text you loose the option that the value updates when the dimension get's stretched!

The easiest way to avoid snapping to the wrong end-point is to use the option to select an object when placing the dimenion. Notice in the command line that it asks you to "specify first extension line origin" and then it also gives you the option to hit enter so that you can "<select object>"
Simply hit <enter> and select the line segment (or object) and then place the dimension. No longer will you have to pick 2 points and hope that you snapped to the correct osnap...
