Creating a Grating Material

Some more help if anyone knows,
I'd like to make a material, that looks like 1" thick steel grating. Anyone know a step-by-step on how to do this? So that the areas in between the grates are see-through.

Since you asked about material, I assume this would be for 3D. I would make the grating as a dwg and then insert as a block. I wouldn't even think about material.

Attached is a 3D grating. Keep in mind this is a "people" grating and cannot be used for heavy traffic, such as trucks. Also, not that gratings come in many different sizes and this is just one. It is possible to make a material of gratings but the background would not be "vacant".
