Slow zoom in paperspace viewport

I added another layout tab (copy of 1st tab) and when I try and change the scale by zooming in the viewport it takes about 1-2 minutes to regen the dwg. I have purged/recovered the xref as well as the dwg. It fixes many acdbsortent errors and says it is fixed. I had thought it was related to caching layout tabs so I switched to regen when switching. This is the 3rd time it has happened using this particular xref. (A fairly large civil background) I have xcliped to try and improve the speed to no avail. Please help.

some more info. If I open task manager while waiting for the regen Autocad shows not respoonding. It doesn't crash though and eventually finishes the regen.

You admittingly say this is a fairly large reference file but yet expect immediate results for regen? This is the nature of the program. The more complex or large a file is, the more code the program must read.
I work with large civil files daily and a 1-2 minute regen at plot is not uncommon. I do admit that I have learned a few tricks to work around this though. e.g. All hide situations wait till the end.

I am not plotting. I am adjusting the zoom or panning. I need to rotate the ucs in some viewports. After rotating the view autozooms to extents and I must zoom back to my dwg area before setting the scale. The dwg worked fine with one layout and another dwg worked fine until I hit 16 layouts. Also I thought xclip was supposed to speed this up as well as overly instead of attach. This appears to be a bug with the zoom/pan. If i set the scale through the layout toolbar the regen is instant. I have worked with much larger models and not had this happen in (2005/2006)

We are experiencing long viewport zooms when changing annotation scale of the viewport. 15 minutes or more. I think they occur when the xref has annotative objects in it. If we unload the xref before the annotative scale change, then it's almost instant.
