I have received a drawing from the architect who is working on unit as Feet. This is a Federal job and we have to follow their CAD standard. I am having a problem when I xrefed the drawing - the scale chages. The distance between the outside wall and the interior wall is 18'. However ir scales 1.5". I  tried changing the unit Inches - and it did not work. Actuallly, I exploded the referenced drawing to draw the interior wall at right scale.

What should I do to work on this drawing with proper scale?

I have attached the drawing to show what I have.
