Blocks moving with Stretch Command

When I stretch parts of my drawing that consists of blocks and normal lines, text etc. Some blocks will move while other blocks will stay in their original position. I don't have the block that are not moving on a locked layer or anything like that... Any suggestions?

If the stretch selection window crosses the insertion points of blocks, they
will move. It has always worked like that.
