snapping issues

basically, i'm selecting the line command in order to show placement destinations along existing lines. i select line, snap to the existing line, start the line, then hover the cursor over the existing line (with the "nearest" snap icon appearing) then input my distance. instead of it snapping perfectly along the existing line (which has always worked until this random moment) it goes to the exact point of the cursor opposed to the snap.
may i have accidentally changed some setting that would produce this outcome?

Type in DYNMODE , what is the number?
Use zero and see.
