The First is with text getting cut off inside the boundary line. The text is cut off about a 1/2 cm from the edge of the viewport, but all the lines run to the edge of the viewport, even some that run under the text that is cut off. The text is shown full on print preview.
The Next problem is text that runs past the viewport, which desn't seem to be the same text. This one also has a normal print preview.

We had this issue and I discovered it happens when the plotter/printer margin in the modify standard paper sizes area of the plotter manager is set to zero.
I changed the margins to 1 and all our problems went away

I was having the same problem with any text that got close to the viewport edge being cut off. I found in the PC3 files if you look under the device and Document settings, there is a TrueType Text. Select this as graphics rather than text........I have no idea why. Maybe because TrueType fonts are more of a Microsoft than a AutoCAD thing....I don't know. It worked for me.
