I applied AutoCAD 2007 Service Pack 2 and the problem solved.
Maybe that could be helpful for you.

Try reinstalling your profile (.arg file). A corupt profile will cause layer manager to crash.

We had the same problem with Acad / ADT not running on a 64 bit Windows 7 machine & our IT guru figured it out.
Here is what he did:
Insert ACAD Disc 1.
Open in explorer.
Pick "Setup.exe" file & right click.
Go to properties & compatability tab.
In compatibility mode box, Run as winxp sp2.
Run as administrator.
Click OK to close.
Pick "Setup.exe" file & right click and run as administrator.
Then let it install as normal.
Hope this helps!

Thanks Jock Conner.
I tried installing AutoCAD2007 on my Windows 7 64-bit SAMSUNG laptop as explained by you. And it is working satisfactorily. Thanks again.
