I have the same problem. So I created a new drawing and copy/pasted the "old" one in it. Now it works.
As I use Layer merge to "clean" drawings from architecture firms, i have no layouts to import at this point. So this is not a big deal.
I learned with time and use, that this process solves many of the "unknown" bugs in autocad. Why? Don't know.
