AutoCAD 2007/2008/2009 DWG Format

I'm getting fatal error 0x316274 exception at 316274ch. (see attached file) every time i try to open layer management by clicking the icon. Get the same even if I use drop down, type _layer or when I try to use layerII tool bar.

( I'm runing on Window Vista and AutoCAD 2007)
