The drawing units should be metric.

Objects should be drawn ful size in model space.

Metric viewport scale factors are typically those whose denominators can be evenly diivded by 10.

In your case, once the first two parameters are satisfied, viewport scale factor expressions are simple. 1/50XP for your example.

Who is furnishing guidance to you?

Check your metric conventions (just like Imperial conventions). I belive that longer distances are expressed in meters, medium distances (like flr/flr heights) could be in meters or centimeters

Most blown-up details I've seen are dimensioned in millimeters.

Hi Rob,

You are correct, however your scales are applicable no matter what your units are 1:10 (1/10XP or 0.1XP) is 1 to 10 if the drawing is mm, metres, kilometres or any other unit.
