Is there a way to match the properties of a viewport that is in one layout with another that is in a different layout tab?

Use Layer States Manager, save the layer status in one vport, and restore it
back in the other.

what about matching the view location between layouts (ie have the same location so that resulting drawings can be overlayed (obviously exact same viewport sheet etc.)

Copy to clipboard using basepoint (such as 0,0).

CTRL-Shift-C

Paste is CTRL-V and you enter the same coordinates...

If by some odd chance my nattering was useful -- that's great, glad to help. But if it actually solved your issue, then please mark my solution as accepted :smileyhappy:
