I have an attribute with one than one Tag and i need to add another tag (topic/column) to the attribute. Can and how would i do that??

Explode it.
Add the desired attribute.
Re-block it via picking each entity in the order you want them to display.
Done.

I believe the BEDIT command will allow you to add an attribute to a block.

Yes, but not to get them to display in the order you want without BATTMAN and ATTSYNC and sometimes that fails as well.
Re-block the entities by picking vs a window insures they are in the proper order you want.
