There are no such tools in any AutoCAD version: you will need to buy 3rd party converters. There are so many out there, you're better off using an Internet search for RASTER TO VECTOR SOFTWARE and remember to try before you buy.
If what you're looking to do is just link this image to Revit, I'd think you could open a new AutoCad drawing, insert the image, scale it accurately, save the drawing, then link to it.
The image won't have snappable points (i.e. endpoint, center, etc.) but you'll be able to see everything.
By all means, be certain the image is to scale in its drawing, or it'll annoy you immensely in Revit. Select something in the image that has a known length and scale the image in its drawing using that. Or draw something on the side of the image at a given size, then scale it using that.
If you're looking to link to Revit with AutoDesk entities, this won't work, but if you're just using the image for reference you should be OK.
