Ucs and viewpotrs

What is the setting for having several viewports active so
when you are in a command and change viewports the usc becomes current

Check your UCSFOLLOW (in each viewport) and UCSVP system variables.

I CHECK UCSFOLLOW (SET TO 0 BOTH PORTS)
UCSVP (SET TO 1 BOTH PORTS). In a new dwg with these settings it works great (switch ports and the current ucs is
activated.
In another dwg with the same settings switching ports will
not set that port's ucs as current.
Is there another setting?

Try 0....

UCSVP System Variable
Type: Integer
Saved in: Drawing (viewport specific)
Initial value: 1

Determines whether the UCS in viewports remains fixed or changes to reflect
the UCS of the current viewport.

0 Unlocked; UCS reflects the UCS of the current viewport
1 Locked; UCS stored in viewport, and is independent of the UCS of the
current viewport

When I set all viewpotrs (ucsvp) to 0 the following happens
port 1 is plan view
port 2 is front view
port 3 is side view
all ucs icons look as per the view Y points north x point east
If you do view plan command in the first port, the front view port's ucs icon changes to y north and z east with
a circle at it center point
Now if I want to draw in the front view port I would have to do a command view front again hence this will change the plan view port UCS icon
Is this the proper responses?
