There may be some "free to try" converters out there, and then there are some ones that cost and aren't half bad. On newer systems most folks import the PDF and trace. Did you know that newer systems can print to PDF, and the results can be snapped to?
For non CAD users, a standalone PDF to DWG converter is better to take. It would save PDF as DWG without any other CAD software installation.
