Dimensions are exploding automatically

I am trying to dimension a drawing received from another company and every I
do, my dimensions automatically get exploded. Any ideas what the variable
could be to stop this from happening?

set DIMASSOC to 2 for 2002
set DIMASO to 1 for 2000i and older.
