Resolved, but leaving this up for anyone who might search in the future.
If you are new to 3DS Max 2014 or 3DS Max 2015 and you notice that the Snaps Toggle sucks all of a sudden, go to the Snaps Toggle's options and "Enable Axis Constraints".
It will now work like previous versions.
For some reason I'm not having any luck getting snaps to work in Max 2015 at all with the move command. Axis constraints work though. Snaps do work when placing primatives and specifying them.

OK. For some reason, the snaps work for editing points on a sphere I created and converted to editable poly, but not on planes I made last week and turned into car pars. I'm guessing this is a bug in the software...
