I have created a 3DS max scene. I have Rendered the scene and it outputted to Targa image files of all the frames. The size of the frames are 1920x1080. I opened up the 3DS max RAM player and loaded all the images into the player. It is able to play them in sequence at 30 Frames per second at a size of 1920x1080. However, when I save channel A as an AVI file, it shinks the size of the frames down to 720x480 in the video. Why is this happening? And how can i fix it? I would like to export a video that is 1920x1080.

You are experiencing this problem becuase you are choosing the DV codec for the AVI format which is limited to 72x480 resolution.
What is your deliverable, does it have to be an AVI file? Is it Blu-ray or web video?
Try exporting out to a Quictime MOV file using the H.264 codec.
