The technology preview has been resurrected so we can get feedback from the Inventor 2013 users.

Thank you for contacting us. The current technology preview of the 2D to 3D tool is a very limited technology preview where we are asking our Inventor 2013 64-bit users how what we have now in terms of this technology fits with our latest version of Inventor. We are not collecting feedback from Inventor 2012 users.

We've tested the 2D to 3D tool on a couple of desktops, with Inventor 2013 x64 SP1.1 installed. It seems to install OK, but all of the buttons are greyed out within the Ribbon. Further to this, we can't find a readme.TXT which explains the workflow.
I used to use this about 3 years ago, and I don't recall having these complications.

The buttons should becoem active as part of file import.

After further testing, we found that if an AutoCAD DWG is open with Inventor 2013 along with the part, the buttons remained greyed out. As soon as the DWG is closed off, the 2d to 3d buttons are then selectable and work as expected.
One minor bug that continued was when dragging a window selection over several lines, the window did not display correctly, although the lines selected OK.

Thanks you guys.. i was watching old you tube video tutorials and have waited in aticipation to try this.
I have inventor 2013 as part of my Product Design suite.Im very impressesed on how quickly this can make a model from existing 2d drawings.However.. its not working for me. I have drawn a random demo part (3 views). I import the drawing into inventor, with all the correct radio buttons. Once my drawing is in inventor I click the 2d to 3d too,Then the base view command, itry to make a window or select a face for my base view and program blows out. Am i missing something? this is my only option available in the display box the question mark does not select, also the select geometry button does nothing.
